Government Services Business Plan


The Advanced Science and Technology Institute, (ASTI), supports faculty and staff from **State University and University of AnyState. This support includes management of commercially-applicable discoveries as well as management of corporate research contracts that can lead to new discovery.

1.1 Keys to Success

  • Facilitating cross-disciplinary contact by creating a network of effective researchers
  • Raising the viability of ASTI as the one-stop resource for all transferable technology that is being developed on the campuses of State’s four largest universities.

1.2 Mission

ASTI’s mission is to make technologies from **State University or University of AnyState, AnyState Health Sciences University, and AnyCity State University available for public use. This includes providing economic development assistance to State constituents and providing service to technology transfer staff of each institution. ASTI assists in the identification, protection, development, and transfer of technology to the private sector. It also generates income. ASTI’s unique perspective lies in its ability to connect researchers from different institutions to create new technologies that can be then marketed to private sector.

State has traditionally received less attention than companies that maintain long-term relationships in the university research community. State, with SouthernState universities to its south and University of AnyState north, has struggled to attain the viability needed to attract companies outside of the state.

It is an issue of economy of scale. Currently, State University, University of AnyState, AnyState Health Sciences University and AnyCity State University have 128 technologies available for licensing. The University of Southern State (USS), one university in SouthernState has more than 200 technologies that are available for licensing. USS received $20M in corporate research funding in the last year. This far exceeds the total for all corporate research funding for the four State schools ($3 million) during the same period. State’s State Technology Center received $91million in private funding from the University of State for technology transfer. It is critical that the four major universities in State pool its resources in order to be competitive in drawing corporate attention to the excellent researchers working within their institutions.

It is ASTI’s mission to create a resource for the private sector that rivals USC by providing an aggressive one-stop center for all the pivotal research that is occuring in State.

1.3 Objectives

  • A 42-member corporation research support council is created. This council will increase the corporate membership of ASTI’s Technology Development Council to 20% annually.

  • Facilitate 2 new industry sponsored research deals in the first 12 months and increase the number every year.

  • New research relationships between the four campuses are created and established.
  • Create a cross-disciplinary research database to link researchers across the state.
